Even though a zanpakuto is the reflection of the wielder, it has his own personality, Zangetsu is Zangetsu not part of Ichigoīs consciousness while we can assume that the hallow side is a part of Ichigoīs consciousness, otherwise he wouldnīt be able to control Ichigo.
Thats why the monologue of Zangetsu was so important, he canīt do shit against Ichigoīs hallow side, because Ichigo has to fight against it on his own BUT Zangetsu said he would to anything to support Ichigo, so that the rain would stop -> Ichigo prevails over his hallow side.
