It's roofie, and it doesn't make women horny, it makes people (men and women) so incoherent that they can't discern what's taking place. It doesn't happen with just roofies, you need alcohol as a catalyst. I more or less liked the chapter, we're getting to see everyone use their abilities in a combat situation. Hopefully they finish this next chapter and move on to the Espadas.
