actually, byakuya's statement makes perfect sense, do you know how many shinigamis there are compared to how many have bankai? I would say bankai is quite rare, plus it would make sense for VCs to be close to bankai or having an immature/unfinished/under-developed bankai since they are to be captains in the future.
On Kira having bankai, he appears to have used an uncalled shikai release in this chapter. Which according to Byakuya in his fight vs. Renji either means you have one, or is the last step of zanjutsu mastery before you get one. Don't recall which. So yes, Kira pulling out a bankai is quite likely. Same with Hisagi. It makes sense anyway, since those two and Renji were hand-picked by Aizen for their strength. (Renji got the boot on personality issues though.)
As for the number of people who have a bankai, ten new people every hundred years isn't that many, since the talent pool being considered is the entire human population.

You raise a good point. It may seem like yumichika having bankai is senseless, but really, he did blatantly state that he's only 5th seat because he doesn't wanna boot ikkaku from third, and doesn't like the character for four, so if he's at the same level (maybe even at vc level) achieving it wouldn't necessarily be a huge stretch of the imagination
Yumichika says he doesn't have one yet because his zanpakuto spirit is a pain to work with. Same with Matsumoto.

Yumichika is manipulating his Zanpakuto, deliberately calling the wrong name to hide it's strength.
His shikai is relatively broken. It's easy to argue that he doesn't need a bankai - if he doesn't die before he releases, he can literally win any fight without a scratch. But the point is that the biggest confusion in who has or hasn't achieved bankai is the implication that yumichika DID achieve it. My point in the previous post was that if he has done it, it does make sense.
It was never implied that Yumichika has bankai. He spoke on the subject at one point in the arrancar arc, it's true, but what he said was that he was having a hard time working towards bankai because his zanpakuto was so arrogant and vain. (i.e. he DOESN'T have it) Matsumoto said she was having similar issues due to hers being too lazy to want to train her.

As for yumichika, my point stands - he is manipulating, rather than struggling with his zanpakuto. He knows it well enough to know what it likes and dislikes, and calls it by a name it dislikes specifically for the reason of hiding his power. It seems pretty clear to me =/
Although I'm not saying he DEFINITELY has a bankai, it is certainly implied in ikkaku's statement. The hint, imo, is that he is the one who helped renji achieve it s rapidly, and that he also helped yumichika to some unknown extent.
