So I was thinking of new ideas to help this forum run smoother and more organized but I want some input from you guys on the state of this place and anything you'd like to see done or changed here in Bleach? Anyone have any comments?

Weeeeell this Bleach forum isn't as bad as some of the other places I've seen. Aside from the occasional "So-and-so looks like so-and-so", "When does blahblahblah?", "Who is blahblahblah?" threads, the forum is pretty well kept.
... What sort of new ideas were you thinking about? :P

ON TOPIC: If I were to make a suggestion, I always wondered why the Bleach forum has a new topic for every chapter, rather then a stickied "Latest Chapter" thread.

^ The only problem with that is if a chapter deserves/gets lots of discussions, it could run into the next chapter. What I mean is that people would be discussing two different chapters at the same time. Not that it's a tragedy if that happens.
Yeah, anyways, I agree with what Ziazca said. For some reason the Bleach threads are pretty well kept. Not too much losing of the plot, aimless whining or versus thread. Happy spam thread like the Gin's squint one are the exception, not the rule.
