It's pretty retarded, but Grimmjow had a chance to kill Ichigo on 3 seperate occasions, all of which, he was interrupted.

He apparantly learned Hollow control during the time he was beaten by Ulquiorra, and the time Grimjow came and found him.

He has alot of pride, and upholds it by having ichigo and himself healed before battle.
Thats nothing to do with intelligence, its his ego that made him waste that opportunity.
Also he would want Ichigo to get stronger, to show him how weak he is by crushing him after that.

Grimm might not be stupid like most thugs, but he is one of the thuggish hollows. He doesn't display coolheaded intellect like Ulquiorra and places pride over strategy, so he is still stupid in my books.
That attitude especially makes little sense when you have 5 hollows stronger than you as well as Aizen and his buddies. His defiant attitude and pride landed him in shit before and he paid for it in the end.
As for his 'observation' on Ichigo, it isn't exactly a deep or unobvious one. We already saw Ulquiorra's recognition of his threat earlier. Even then though, Aizen obviously still regards Ichigo as a joke, considering how he let him run amok in HM without care, even if it was part of a ploy between him and SS.

He's not letting him run amok, he bought him there for that specific reason. To provide a diversion while he focuses his time and his elite arancarr on the plan at hand. While the SS Stooge (Ichigo) runs around fighting nobodies.
