Sometimes. Depends on the server.
Some servers have scripts running that limit your download speeds to a ratio equal to the speed you are uploading.
If you have the extra upstream bandwidth, set it higher. Its allways a nice thing to do, anyway. And don't forget to seed.

Like Volvo said, if the tracker that hosts the torrent sets a limit to your download depending on your upload, you may want to increase it.
KAA is a good example of this.
