Xchat, HydraIRC, and Chatzilla installed within Portable Firefox (from the portable apps site) I'd say would be your best bet.
My favorite is portable as well... KVIrc.

If your a mIRC user though, you could always use the -portable switch.
--From a post in the Portable Apps site.All mIRC does with the registry is store your registration info. All you have to do is copy your mIRC folder and run mirc.exe with -portable in the parameter. After you've done that, your registration is stored encrypted in the mirc.ini file. You may only need to run the mirc.exe with the -portable parameter one time, but I haven't tested it.

DO NOT RUN PROGRAMS OFF FLASH DRIVES!
With IRC I'm pretty sure you have many logs made and read from. Your flash drive will die in no time because you write to and read from a lot of times.
Flash drives have limited reads and writes, somewhere in the thousands.
10,000 to 100,000 erase cycles... it'll take a while.
Throw it on an el-cheepo 5 dollar flashdrive if your woried about it... I never do. :P

I'm already running bitcomet off of them. If I was worried about what was on my flash drives I wouldn't even be having this conversation. Its not like what's on them is irreplaceable and the prices for them keep going down anyways. So thanks for the concern, but its not necessary.

I wouldn't run IRC off of them. I used to do that with my external. Now, I'm afraid that thing will die on me any second.
Well... I did dl a LOT so that's partly the reason why my flash thingy is dying so fast.

Its not really a matter of whether I have a choice in the matter. My home connection sucks. The library computers are locked tight and I have two flash drives that would be useless if I didn't utilise them in this fashion.
