It was a severed finger TIP, not a severed finger. In other words, the person was only missing a tiny bit of flesh from the end of their finger, no bones or anything. I've cut off a small part of the tip of one of my fingers with a pair of scissors when I was a kid, and it grew back without this miracle 'pixie dust'. No fingernail, no bone, just a small piece of skin and flesh.

I don't believe he cut an "inch" of his finger and grew it back nail and all, an inch is behind the knuckle. I believe the story has been exaggerated somewhat.
