whats the anime title?

I suddenly felt like watching an anime which i saw many years ago but cant seem to remember the title and was hoping any of you guys could tell me. I dont remember the story well but its something about this red hair girl i think who uses a sword and has a black tattoo, and kills monster which comes out of some kind of hole in Tokyo i think and when she was little she use to live in the same building as this guy who is the other main char who also has a sister i think and is working as a policeman i think....after she saves him from some monsters i think he joined her special department in the govt which kills this monsters...well that is about all i remember hope some1 can tell me what anime it is if im not wrg there is also a manga for it, some of the info might be inaccurate though since i saw this anime many many yrs ago.
