That might be true. I don't know what kind of quality the raws are that they get now (or back then), how many people work on it etc, so I can't be sure.
But with enough time and effort you can make a good scanlation even with a crappy raw. Just look at some of the One Piece raws and how they turned out.
I mean it has nothing to do with tank or magazine scans when the scanlation has dirt in the blacks (for example).
