Wind Regalia Bagram
Can anyone tell me what exactly does it do and how?

I'm not sure even the meaning of bagram(in fact, I don't know), but what I uunderstood, that the bagram is the Prototype Core itself.

Bagrahm is the core/center/main component of the Wind Regalia. Without the core component, the Wind Regalia is just another AT (or, since all the cores are apparently wheels) an AT with only 1 wheel on each foot.

that's what it said in the manga, although I have no idea what it's supposed to mean. XP
maybe it's referring to the red moon thing...
it can nullify other infinite atmospheres as shown with sora taking away spitfire's attack, can fly over interfaces on water, can make tornadoes and I guess, wind?
How it does those things? I dun know, ask Oh!Great the physics bender himself

never been good at physics but the beauty of OG's style is that if you suck at physics as does about 90% of the human population everything seems almost believable

Skip to last paragraph to avoid a headache of non-sense that has to do with the off-topic topic.
Through imagination and theoretical physics, ALMOST everything inside Air Gear can be explained in physics. However, theories aside, the practical physics behind it isn't possible due to the non-existant (currently) materials that are required to produce such (lack of) friction and a power source to produce such effects.
So while possible in theory (even which then will cause the world to go out of fuel in less than a month...) it is not possible with our current technology and basic human limits.
If you want to know how everything is done, use the one part of the brain that classifies people as geniouses and just imagine.
