You're right about his priorities, but that's part of what I'm thinking. Being the cautious guy he is, I'd have thought Yoshitsune would be reluctant to let his team become part of WIND's most wanted. Especially when the guy they're serving only values them as tools to carry out his revenge. But I'm probably just reading to much into this.

What has WIND really ever shown to be able to do? They've never managed to make any significant arrests besides Akira (who gave himself up), and we saw how effective they were against the Sora brothers. I don't think that's much of a factor at this point.

^WIND has some good persuasion power. I mean, they were the ones who opened up Kilik's eyes to the deaths caused by ATS and served as an initial domino to the downfall of SF.

No. There can be infitently many kings, it even says in one of the earlier chapters. If you have your own road then you can be a king of it. But there were only 8 kings in the beggining this is the "first" Sleeping Forest team, who were recognized as kings. But time goes by and new kings are bound to be born whether with or without regalias. As for regalias I'm not quite sure if Om or Gabishi have regalias at all but they are bound to since they were in the Sleeping Forest fight (Kilik vs. Sora) and survived.
