It's Sora! No wait it's the guy who stole Bagram! No wait! But yeah I noticed that 3rd person too and thought it was someone significant but the fact that all the people in the last frame are there and that it's so small it's probably just one of their old crew.
[fake edit]: Man the difference between kuu / Sora's scans is massive when you read the Sora first, so many things make sense and have a natural smooth feel to it opposed to the Sora's confusing subbing

The eye crosses feel like SSJ did in DBZ, "Hey Goku went SSJ holy shit he's the only one that bad ass" then "Hey....Vegeta is SSJ too...cool..Trunks? Who the hell is he? Well he's SSJ too, little Gohan? Grats...." At first I was like "Woah Kilik has some crazy eye enhancement he must be nuts..hey cool that guy busting through the window has them too...okay all of sleeping forest have it...."

I think it just has to do with Sleeping Forest. The only ones we've seen with it are their team (besides the intruder, but I have my suspicions about who he is), and Kilik's little Bible-like thing furthers the theme (maybe it represents their law of the Trophaeum; a sort of religion that involves keeping others from the sky, since if you notice the book he has also has a cage on it).

I think after Agito said the person who stole bagram wasn't there and Kilik said there aren't that many people who could break into TTT's hide out, it is pretty obvious who the theif is. Also if everyone who has ever been in sleeping forest has had the eye crosses then it should be someone from either the old sleeping forest or one of Kilik's old friends.

The guy that stole Bagram looked older than Kilik, considering how Kilik was sort of cloned or whatever... maybe our thief is his predecessor. The similar eyes fuel my suspicions.
